The HOF instituted the Special Recognition honor in 2008. Elphage Caillouette graduated from Chalmette High in 1974 as a four-sport letter winner in football, basketball, baseball and track and field. He received a football scholarship from Tulane University and started as running back on the freshman team. Elphage was scheduled to start as running back as a sophomore in the fall of 1976. A tragic tubing accident took Caillouette’s life on July 11, 1976. The local chapter of the Tulane Athletic Booster Club was renamed in his honor as is Chalmette High’s most outstanding senior male athlete each year with the Elphage Caillouette Award. In 2009, your St. Bernard Sports Hall of Fame followed suit.

Leoncio “Chris” Roussel was born in New Orleans, lived on Royal St. and moved to Arabi in 1956. Mr. Chris has devoted his life to serving the St. Bernard Community by providing hope to the poor, impoverished, underprivileged, and elderly through numerous service and charitable organizations. During the 60’s, Chris worked tirelessly to enhance the quality of life for children, spending countless hours working to improve the parish’s playgrounds and ballparks.
